Ocrnonia E agle 4 THURSDAY, JAN 17. 197« Board of Commissioners i Memorandum Minutes) The Columbia County Board of Commissioners met in scheduled session with Chairman Fred Foshaug presiding, and Com missioners Minkoff and Ahlborn and secretary Gloria Salvey (deputy clerk» present Commissioner Minkoff moved and Commissioner Ahlborn sec onded the minutes of the meeting of January 2 be approved Motion carried Miscellaneous claims were approved At 10:30 the board recessed to attend the meeting of the Civil Service Commission which had been scheduled for that time At 2 p m a public hearing was held on the proposed vacation of a portion of the C.C. Barger Road No P-35 Present in addi lion to Agnes Petersen, attorney for petitioners Alben H Olson and Gertrude F Olson, were Opal Werings. Mrs. Dworshak. and Verna and Cecil Hodgson Keith Thompson roadmaster, presented his written report on the proposed vacation, and rec- ommeded as follows 1 that the road not be vacated as proposed in Resolution 85-73. but instead be vacated per legal description he prepared 2 final action not be completed until after proper dedication deed had been received as previously recommended 3. that final order reserve for utility companies easements for utility lines, including rights for access for maintenance. 4 there be no requirement for grantor to improve lands dedi cated and that same be estab lished as a county road Based upon the original Reso lution 85-73, access would be denied to the property of Verna and Cecil Hodgson, who expres sed opposition to the vacation as originally proposed Thompson presented those present with copies of a revised map indicat ing the portions of the road to be vacated. After confirming this to be satisfactory with those concerned. Commissioner M in koff moved and Commissioner Ahlborn seconded the road be vacated per Thompson s recom mendations and revised legal description upon receipt of the necessary deed of dedication by Mr and Mrs Olson Motion carried Thompson discussed the Meis sner Lookout radio relay station and problems encountered with vandalism Thompson advised Mr Oester had met with the Planning Commission on Monday, seeking approval of a road off the Scappoose Vernonia Highway. Thompson recommended the present road be approved, but that no further partitioning be allowed until such time as the present road is brought up to standards Thompson showed a map of water flows in the area of Knott Street and Mist Drive in Verno ma. and reported on alternate proposals to control the flooding situation in the area However, he indicated that nothing could actually solve the problem be cause the area that floods is below river level, which would cause water to reverse the flow through the culverts when the rive r was high Thompson noted receipt of a request by residents of the area for improvement of the Elk Creek Road, indicated that it was not a formal petition Thompson presented the board with a copy of the safety survey prepared by the State Accident Insurance Fund covering the Goble and Vernonia shops the park storage building and Hud son Park and Camp Wilkerson Discussion followed about the removal of the present park storage building and construc tion of a new storage facility Thompson presented a copy of the Highway Safety Project Report Thompson discussed a propos ed order imposing weight lim it ations to be used in the event any or all roads must be closed to heavy. hauling as a result of weather conditions Commissioner Minkoff moved and Commissioner Ahlborn sec onded the following purchase orders be approved No 2832.
